 New Zealand Ambassador graces
LGUMTP Project Completion Celebration

 Butuan City – No less than the Ambassador of the New Zealand Embassy H.E. David Pine graced today’s celebration of the project completion of the Local Government Unit Management Training Project or LGUMTP at the Dotties’ Place Convention Hall, this city.

 The LGUMTP is a three-year joint project of the New Zealand Agency for International Development [NZAID] and National Economic Development Authority [NEDA] –Caraga which started in November 2004.

 The project aims to enhance capability of local government unit functionaries in project/program development and management or PPDM.  It also intends to address the need in the region to have effective and efficient local government staff who are responsive and able to meet the needs and aspirations of their constituents.

 Ambassador Pine witnessed the presentation of the LGUMTP gains in Caraga which included the regional network of local learning service providers, now duly established as the Caraga LSPN and the fully packaged proposals of the priority projects of 42 covered local government units.

 The ceremonial handover of the PPDM Regional Resource Center was made by NEDA-Caraga Regional Director Carmencita Cochingco and LGUMTP Project Director Lurraine B. Villacorta together with other members of the LGUMTP Project Steering Committee and LGUMTP Technical Adviser David Burrows to the LSPN Council. The latter was represented by the top three officials namely, Surigao del Sur Governor Vicente T. Pimentel, Department of Trade and Industry Regional Director Brielgo O. Pagaran, and Butuan City Mayor Democrito D. Plaza – the council chair, vice-chair and secretary respectively.

 The PPDM RRC which also serves as the operations center of the LSPN houses books, reference materials, profiles and databank of local learning service providers and LGUMTP knowledge products like manuals, templates and casebooks.  As the hub of the PPDM support network in the region, the center also provides access to varied and multi-disciplinary expertise in PPDM, inter-agency and cross-sector cooperation and first hand experience and exposure to LGU PPDM work.

 The Ambassador likewise heard testimonials from key LGU officials and functionaries on the LGUMTP’s technical assistance package and the reading of the Covenant for Sustained Learning and Collaboration for Strategic and Responsive PPD by the LSPN focal persons.
He closed the activity with his celebratory address and then joined Caraga officials for the press conference.
